I was merrily bumbling along London's roads when I happened across an experimental camera setup on the A3.
It must have been there for a while as
Google's omnipresent eye has caught it.
Anyway, I happened to have some of my ever useful IR camera kit on me...

Note the parabolic reflectors (with the orange filter) within the front and middle units.

This puppy always flashes about 4-5 times a second, clearly fully time ANPR. The right one was inactive when I observed it, is that one a triggered flash?

There are no sensors buried within the road surface.
A question that escapes me is whether this is just an ANPR camera setup, or one for an actual speed camera (with ANPR).
If the latter: where is the speed sensor, and why the graduation marks? If not, what are the parabolic reflectors for?
