Is it just me, or is this forum still running on BST? Right now, it's telling me that it's just after 3pm, but my clock says it's just after 2pm

Mine shows the correct time, so I think there is a personal profile setting that has to be corrected. (mine was wrong throughout the summer, but now it is correct - yaaaay)

That's another clock you have to fiddle with :D

Sorted now.

I had to go to User Control Panel, open the Board preferences tab and turn off the Summer Time/DST is in effect:

You would think that the software would automatically do that :?

The software has to recognise that people live in different countries with different time setting régimes.

There is a board time setting, which I have changed (you can see this if you log out) but each user also needs to change the time in his/her profile.

If you look on the right in the navigation bar at the top of the Forum you will see "All times are UTC".

Server systems (this board is one) synchronise with the UTC time from reliable time sources on the Internet. At the client end, you have your "locale" which defines your time zone. Some client software "knows" the Summertime/Wintertime changeover dates in each locale. Windows automatically does this change in how the time is actually displayed. Some software gets you to do it manually.
