The question is often asked: "Why are our fastest roads our safest roads?"
If this question was turned around to read, "Why are our safest roads our fastest roads?", the question answers itself.
Conversely, our most dangerous roads are our slowest roads - for the same reason.
The reason is instinctively known by almost everyone - when there's danger, people slow down. And when there's no danger, they speed up.

Which is the very reason why cameras cannot reduce casualties.
