When turning right, a lot of people won't go into those yellow criss-cross boxes at traffic lights, even if their exit is clear. They should enter the box and wait for oncoming traffic to cross. Consequently, only 1 car at a time can get turn right! How can I get these people to get out of my way? Should I toot them?

Yes, in those circumstances a gentle toot might well be in order. I've seen a similar problem with drivers who won't turn right at traffic lights unless the right filter arrow is on, even if there's nothing coming the other way.

Yes, it may not do any good though. I think the rules for those yellow criss-cross boxes are too hard for people. I don't think they understand. Perhaps learners should just be told by their driving teachers "look, just don't block up the junction, OK?" It would save a lot of yellow paint, as well.

It isn't a difficult principle to teach but it appears not to be.

In certain parts of the country a "toot" may result in a broken nose, ha ha!
