It's not the very highest speeds recorded that struck me as odd. The report says that 250,000 vehicles were recorded using the road over 2 months and that 92,000 of these were over the limit. That is 37%.

In that case the limit is set incorrectly. You might expect 15% or less of vehicles to be over the limit if correctly set (85th percentile).

I'm always deeply suspicious of these surveys. Was it taken, I wonder, with those rubber tubes across the road a set distance apart? They're vulnerable to inaccuracy because they assume that the first thing to hit the second tube will be the same tyre that hit the first tube. Clearly this is almost always the case, but you can get anomalies. Also, has anyone looked at (or is familiar with) that stretch of road? I once had a colleague who got off a speeding allegation because he (or rather a lawyer) was able to show that no car known to man could have accelerated up to the claimed speed within the distance over which the offence was alleged to have been committed!

Aside from that, if those speeds really are true, then yes, without knowing the stretch of road concerned, I have to accept that there's little chance it was "safe" to do it. The trouble is, they won't just catch the 140 MPH hooligans will they?
