Wether the idea was to keep the number offences high or low it does not matter - I find this offensive !

Not only offensive but also entirely in contravention of the ethos the CSCP prostitute (or used to when they had a forum system).

"Percentage of drivers paying their fines.. 40%"?? Does this mean that 60% of the offences being trapped by the cameras are committed by vehicles and/or drivers that are untraceable? Or are they only following some of them up?
They'll have to hurry up with the development of the "uninsured & unlicensed driver camera" won't they!
