That's odd, I thought it could be be 20, 30, 40, 50, or 60mph depending on if there are signs/streetlights. "Residential road" isn't defined anywhere that I can find.
The A580 East Lancashire road is a good example. There's two speed cameras on this road between Manchester and the A580/A58/M6 junction (both in safe places).
After the M6 junction the speed limit drops to 60mph. The speed limit on this section is one of the most inappropriate speed limits I've ever seen. The road is of a motorway standard, is as straight as a runway and has a consistent forward/rear visibility of greater than half a mile.
I would say 100% of motorists drive this section at 70 or higher.
It's a prime target for speed cameras as it would be a fabulous revenue raiser. However they've chosen instead to apply the Vehicle Activated Signs - ironically which activate at ~55mph. Still I'd rather have these than some robbery camera.
