Hi all,

Strathclyde safety camera partnership got back to me regarding the necessary KSI criteria that they used. I've pasted the reply (in italics)here from Gladys Cadden. Not had time to sit and go through it thouroughly but I suspect a lot of these accidents are drunk/stolen accidents as there is a lot of this in Inverclyde. What do you all think?

Thank you for your letter.

I have set out the information you have requested below.
Data shown was collected over the periods January to December
(1999-2001 and 2000-2002). This is the information that was
submitted for the operational years 2003/2004 and 2004/2005.
As you will be aware the phrase 'KSI' refers to people killed or
seriously injured while 'PIC' means personal injury crashes.

2000-2002
A761 Kilmacolm Road, Port Glasgow..... 2 KSIs and 12 PICs
A78 Inverkip Road, Greenock..... 3 KSIs and 17 PICs
A8 East Hamilton Street, Greenock.....2 KSIs and 20 PICs

1999-2001
A761 Kilmacolm Road, Port Glasgow.....3 KSIs and 13 PICs
A78 Inverkip Road, Greenock.......1 KSI and 12 PICs
A8 East Hamilton Street.........2 KSIs and 21 PICs

I would draw your attention to the extremely high level of personal injury
crashes, which was a major factor in the decision to site the cameras in
these locations.
All are considerably ABOVE the level of eight collisions required at each
site in the criteria for cameras to be installed.
The Scottish Safety Camera Programme requires participating partnerships to
operate to specific rules for the siting and operation of safety cameras.
The rules are there to ensure that cameras are located - and operated - at
locations where there is a demonstrable need to reduce speed to lower the
risk of casualties from road accidents.
The vast majority of camera enforcement must take place at sites where there
is a history of casualties that can be related to speeding.
Partnerships are allowed some flexibility to include cameras that were
installed in the past or cameras that have been installed to address community
concern in regard to speed.

The criteria state that for a fixed site there should have been at least 8 collisions
involving personal injuries, of which at least 4 have resulted in people being killed
or seriously injured. These figures relate to per kilometer in the last three calendar
years.

Partnerships, in determining suitable sites for camera enforcement, are also
required to consider a number of other factors including causation factors
in collisions, the percentage of motorists over the speed limit, site
condition suitability, the distribution of collisions and finally Partnerships need to
confirm that there is no alternative road safety measure that can be implemented
in the near future.
The criteria are there to ensure that sites identified as casualty hotspots
are prioritised for enforcement. The majority of cameras must meet these
criteria although I would remind you again that the Programme does allow
some flexibility for Partnerships to include sites of community concern -
sites where Partnerships are requested to locate cameras for road safety
reasons. These sites are always checked in the first instance to confirm that
there is indeed a speed problem at the site in question.

Yours sincerely

Gladys Cadden

I wonder just how many of these "accidents" were caused by speeding over the limit, or by drunken drivers or otherwise impaired drivers.
Interesting more for what it doesn't say rather than what it does.
It just gives the barest facts, full disclosure would make better and more informative reading.

Hi all,

had a proper look at the reply and have made some interesting conclusions;

(1) From the period 1999-2001 to 2000-2002 there is a 33% reduction in KSI's on Kilmacolm road before the camera was even there so this will be brought to Ms. cadden's attention and the press when they come out next year with their 35% reduction in KSI's.

(2) why do they intertwine 2001 and 2000 as shown above? Is it some sort of sneaky tactic to manipulate figures to their advantage?

(3) From 1999-2002 only the statistics at one site went up the rest stayed the same or went down. The one that went up was Inverkip road.

Regards

Andrew
