Um... Why am I not supprised?

So he gets a 1 year driving ban and 9 points. But these poinst disappear after 4/5 years, no? So he'll have to wait until he's 15/16 to have a clean license? Yeah that's a good punishment.

But it's ok, as mentioned here at least he wasn't exceding the speed limit!

Absolutely mate. There is a clear failure here to distinguish between general delinquent behaviour and the commiting of driving offences by individuals who are licensed to do so. If the individual is not qualified to drive, particularly in cases like this where they can't possibly be due to age, then the offence should be treated just like any other antisocial behaviour case is treated.
If driving bans are to be handed out then they should be suspended until the individuals 17th birthday.

Bans for underage driving may be deferred until the offender is 17, but there does seem to be a fairly unrealistic presumption that they'll give a stuff. I doubt many of them do.

Oh that's not quite so bad. What about the points? The news report on TV last night said they would appear on his license should he ever get one but I wasn't sure how true that would be.
What about 16 year olds being allowed to ride those little learner bikes which usually come with pizza?

Sounds to me like the kid's a nutter, and really needs treatment, not punishment.

So does the DVLA computer get updated with birth information and thus contain details of people with no licence. I assumed that a record would be created when you applied for your first licence.

I can just imagine the error checking in the software rejecting an 11 year old. :)

Of course - if traffic police had not noted the headlamp... and the kid got pinged...wonder if they'd have accepted this kid's name on the form?

In cases where a record needs to be created against an individual who does not hold a UK licence, DVLA creates a 'virtual' licence.

Applies to underage, foreign and unlicenced drivers.
