The news angered Sara Christmas, whose 17-year-old daughter Claire Hilbert was killed on the Fletton Parkway, at Stanground, Peterborough, last year, although road safety chiefs insisted cameras make drivers slow down whether they are loaded or not.

Stuart Clarkson, spokesman for the Cambridgeshire Safety Camera Partnership, said early proposals to install digital cameras on the A14 were being looked at.

He said: "At the moment, there are no plans to introduce the cameras across the whole of the county because there are certain issues with them.

"Of course, it is not simply a case of switching the cameras. We also have to replace the whole system that is used to issue fines, and that is expensive.

"However, there are many digital camera systems being developed and awaiting approval to be used more widely, and we could definitely see digital cameras on the A14 sooner rather than later."

Digital speed cameras involve pairs or networks of cameras set at long distances apart. As vehicles pass between the cameras their average speed is calculated. If a vehicle is travelling faster than a pre-set threshold, its details and a colour image are digitally recorded.

The cameras can send this information directly to a computer which generates the penalty notices – cutting down on paperwork.

Just hold on there one minute. I am not sure they can do this. I am sure you cannot generate a penalty notice until someone checks the facts. Then signs the forms. Just imagine the amount of cock-ups that will occure.

You are correct. Automated prosecutions are forbidden under British law. All evidence must be examined by human eyes before it can be used. This is a major limiting factor with SPECS digital enforcement, as this article points out.

Personally I'd be checking the wording of the new road safety bill and any bills related to legal process. I'd imagine the automated prosecution exception will have been removed. Nothing this government does is in our interests, only in those of the people that are making millions from all this equipment.

That is comforting to know. However, what's the betting that they're working on a way to exempt speeding prosecutions from this law?. They brushed the Right to Silence away pretty easily, I can't see this one standing in their way for long.

I have been wondering if an EMC event, internal glitch or network error, could result with the image from the camera (or the clock generating the timestamp for the recorded frame) temporarily freezing, in just the same way as when the video halts when you are watching TV. This would distort the recorded time of when a car is recorded passing a camera, hence resulting with an erroneously calculated speed. There is no way to prove the occurrence of such an error.

I don't have anything to do with SPECS or any other type of speed camera (fortunately), but I am a IT engineer with experience of setting up time-critical systems like this.

All units would have to refer back to a central time source (most likely an atomic clock) periodically. If a referral from any of the units turns up a discrepancy, that unit's clock synchronises with the central time source and all "violation" photos taken (by ALL units) since the last successful referral would have to be discarded.

I'm sure the Home Office Type Approval documentation for SPECS will give you the full details of the various failsafes used. Interestingly, the link to this document on the manufacturer's website 404's :lol: so you'll have to search for it yourself!

Anyway, regardless of the number of failsafes used, any technology is prone to the occasional error. There have been a number of clearly erroneous speeding allegations made by GATSO and LTI 20/20 gear and I'm sure there have with SPECS too. This is one of the many reasons why removing human scrutiny from the process is a BAD idea.
