The rules concerning soul in the city tent cities (lots and lots of 14-24 year olds sleeping in fields in London) came to me yesterday. There are 10 rules, which go as follows, bear in mid that it is a Christian event, so there are rules on stuff like alcohol and sleeping in tents with unrelated members of the opposite sex
1. No alcohol
2. No drugs or drug paraphernalia (unless medicinal drugs)
3. No pets (cept guide dogs)
4. No smoking in buildings, marquees or tents
5. No mixed tents unless related
6. Tents can only be moved to another village by registering with information (so they know where every one is)
7.
No speeding. Please observe the 10MPH limit in the grounds of the tent cities at all times.
8. All vehicles must be parked in designated car parks, no vehicles on the camping field.
9. No crossing into any area that has been marked out of bounds by red and white tape
10. Event passes must be worn at all times.
rules 1, 2 and 4 are really covered by rule 2, cept rule 4 seems a bit unfair, as tobacco would surely break rule 2, and though outside the smoking would piss people off. I guess caffene doesn't count as a drug.
rules 6, 9 and 10 are for security reasons. rule 3 is for hygene reasons and rule 5 is for reasonably obvious reasons.
rule 8 makes sense and is for fire & safety regs. It's very stupid to try and drive though densely pitched tents too.
rule 7 pisses me off though, why not just put up 10mph signs? It's a waste of a rule really. Why not say "drive safely and vigilantly. the speed limit in the grounds of the tent cities will be 10mph." and merge it into rule 8? There will lots of Met police providing security in the cities, I wonder how many of them will be on radar gun duty

? 10mph is below most people's speedo range too, so they can't see if they are breaking the rule or not. It's the same situation as a car park, in that they can't really get you for breaking the limit but if you hit a kid at nine mph, then you haven't broken a rule, where as if you drive at 11mph, which on analogue speedos is the same needle position pretty much, and don't hit a kid then you have broken a rule

This shows that the organisers of this event see speed as the most important bit of road safety, putting it above the other driving rules. It's happening....
