The report also considers the "regression-to-mean" effect. This effect arises because the number of injury collisions (PIC) and killed and seriously injured (KSI) in the period before installation of a camera may be higher than the long-term average for that location, and that the number would therefore fall anyway, but concludes that, even after allowing for this finding, safety cameras are achieving substantial and valuable reductions in collisions and casualties.

Funny how this gets left off Toontown2000s version of the truth...
But then again Harry Potter is more factual than the crap they come out with.

The report ………..concludes that, even after allowing for this finding, safety cameras are achieving substantial and valuable reductions in collisions and casualties.

The claimed reduction of KSIs were ~40%; Linda Mountain’s 3 year study showed this to be more like 11% (not exactly what one would call a substantial reduction), but she didn’t consider extra safety features added near to camera sites, the effect of which would have been included in her statistics but were never credited…….

“the new speed cameras are part of a range of improvements……..”

Of which HALF was due to traffic reduction. I presume they crashed elsewhere. We're definitely homing in on about 5 to 8%.

And then there are the side effects...

....and then there are the police pursuit fatalities (IIRC 56 last year), not forgetting those who shouldn't be on the roads anyway - joyriders!
