No, with roadwork traffic lights red doesn't mean stop until it's been on for at least 5 seconds!

I have wondered though, if normal traffic lights control the white line what do roadwork lights control? I guess the red "If red light shows wait HERE" sign?
On normal lights no white line = no need to pay attention to the lights...
Talking legally here of course.
Roadwork lights do seem to be getting better with their sensors these days. They've even discovered radio controlled ones so no more wires across the road! They had these in France more than 10 years ago...
