If a police officer is using a speed gun whilst he is sitting in a police car (sited on a bridge above a dual carriageway), must he actually pull you over to report you for speeding, or can his hand held speed camera/radar actually record your speed and registration number without the need to have to be followed and then stopped and made aware of the offence (this was in the dark).

Strictly no - normal NIP serving rules apply, but as I understand it they will almost allways pull you over at the scene, if for no other reason so that you can't quibble about who the driver was (I think).

Nothing to stop the officer recording your speed with his speed gun and writing your number down on a piece of paper to serve an NIP.

Thanks for the replies, but would i be right in thinking that although the officer didn't have to stop me, it is very much the norm that the officer would normally stop the car?

A friend believes that the police could be waiting for a car to excessively break the speed limit before following it and reporting the driver, and no other cars will be reported as the officer was only using a hand held radar gun from inside the police car?

If it was dark, how does "a friend" know that they were operating a speed gun? He might have just been sat observing the traffic whilst doing his paperwork, or eating a doughnut or whatever...

Either way, if you - sorry I mean your friend - wasn't stopped at the time then an NIP must be served on the registered keeper of the vehicle within 14 days, so you/he/she shouldn't have too much longer to worry about it.

Just as an aside.

I was talking to my boss, as one of the drivers got pulled over TWICE by the same Trafpol with handhelds in the same week - in the same location...then decided to leave the company before tickets appeared - both of them. Anyway - errant ex-employee was nominated driver.

But this got us onto a discussion. His son was also in the office - and he used to play 5-a-sides with/against the police team so they were always up for a few laughs. Like "snooker". What? The targeting trafpol are awarded points (department game) for nicking a speeding RED car, then speeding COLOURS, with the highest being BLACK cars. Just a private little game they had going for a while, nothing like dishing out justice and having some fun doing it. Maybe it pays to drive a white car, like they do.

Pink cars were scoring the highest points in that little "game" (before it became common knowledge) that the Trafpol had running, primarily because black cars were too common.

I drive a red car. Is that good or bad? Only 1 point, but you have to catch one every other vehicle

You wait until these new paint schemes become common place. The ones that change colour depending on the angle you look at them.

When I was in Germany there were lots of cars with each panel a different colour (deliberately and new cars; I'm not talking about reconstituted scrap panels), so far, I have only seen one in England, so they must count very highly.

:D
