That serial number is still there but it isn't easy to check; that does
restrict its effectiveness.
An always visible easy-to-read Registration Plate would be a more
substantial anti-theft deterrent. It wouldn't stop serious criminals but it
would obstruct the riff-raff. It works in the USA so, if there were police
about, it would work here.
If you do a Google-search you will see how widespread bicycle-
registration is in the US. In some places it's compulsory and in others
it's voluntary. And in some cities the scheme involves Number Plates or
stickers. And yes, some places have simple registration schemes
without Plates.
