This should make any anti-car cyclists who have labelled speeding drivers as common criminals stop and think.

Utterly ridiculous idea though. How can you even know excactly how fast you are going on a bike?

There is a formula in existance to calculate the distance travelled for one complete turn of the pedals, this is measured in inches. Convert this to MPH.
All you have to do is calculate for every gear on your bicycle, up to 24 for some multi-gear bicycles, note them down on a chart, and attach the chart to your handlebars, presuming that you can see round the chart and count the revolutions of your pedals and check for your speed on the chart, you'll be ok.
However, as it is not a legal requirement to have a speedometer fitted to a bicycle, I'm not sure whether you can be done for speeding. The best they could do is do you for "Furious cycling"
If they are on a proper cycle track, with the usual lines painted on the floor and so on, then surely the pedestrians should stay off it and otherwise treat it as a road.
IMO, this is just yet another example of the lunatics running the asylum.

How utterly ridiculous, will they stop joggers aswell?

Is there an offence for running too fast? "Livid running or perhaps enraged Perambulation"
