From an article on the LMAG (london Motorists' Action Group) website:

Barrie Segal of AppealNow.com and Director of LMAG gets ALL Barnet Council's, All Tower Hamlets' and ALL Lambeth's parking tickets declared illegal.
In three astonishing test cases last week, the London Parking Adjudicator agreed that these councils' tickets are illegal and therefore not enforceable.

Tha annual total of tickets from these boroughs is £17 million, whilst to refund those issued in previous years would bring this up to £76 million.

The decision to declare the tickets illegal is based on a legal requirement to clearly state the date of issue of the ticket separately from the date of the offence, not simply issue a ticket bearing just the date of the offence (even though they are in the main the same date).

Mr Segal believes the same may apply to tickets issued by Westminster, Camden, Enfield, and Glasgow.

Here's the detail - it appears to be a problem related to the date of contravention and date of issue:

I would have thought that only a subset of tickets would be affected, presumably those captured by camera and processed on a different date.

It applies to all tickets which only carry one date- the date of the offence.
Even if the ticket is issued "on the spot", a separate section is needed showing date of issue (even though it's the same date).
This has the potential to be absolutely huge.
