Sounds like dangerous, ignorant advice to me.

So, a rural A road with no street lighting. The speed limit is thirty becuase there are no signs? What rubbish.

We need to send them a copy of the highway code.

Clearly they are confusing their wet-dream with reality. Blanket 30 MPH limits unless told otherwise? They wish!

In fact, I'm sure some of them would like it to be 20....

The whole paragraph must be scrapped - the only way to explain the NSL is using the table from the HC because the limits are different depending on the type of road and vehicle being driven. To explain the 30mph limit wording such as this is used: "built-up areas are subject to a 30mph speed limit, these
can be identified by the use of regularly spaced street lamps"

Someone did. Emailed Mick Bennet and I'll post his reply if I get one. I don't hold much hope - can't believe he's still in the office at 3pm on a Friday.

I have had a response from Mick, I'll not post it as it is between me and him so it would be rude to post the response.

I have emailed back with a couple of suggestions that I think would make the statement more factually correct and improve the goal of advice to those that need it.

Good point about etiquette. Thanks.

He wrote back to me also, with a very detailed and interesting reply. He said that statement was based on the Road Traffic Act & Road Traffic Regulation Act which states that restricted roads have a limit of 30 unless a Road Traffic Order exists to increase it.

If you forget about derestricted roads completely then what they say is correct (I think) to the point of law if not practicality. But if you do consider derestricted roads (and you have to) then the highway code is a better guide.

It looks like some other SCP's have lifted their text (or vice-versa), although it appears to have been removed from the D&G page and replaced with:
