people want retests for people who have had long breaks from driving. How exactly do you spot long breaks from driving?

Haven't bought car insurance for X years... but was driving a company van every day, business use only so no company car tax record

ok, so you bring in a new law requiring companies to provide details of how many miles every driver has done.

Havent bought car insurance for X years, not a company driver... but was a named driver on someone else's policy and drove that car regularly.

So we can allow being a named driver to count, but then what about the people who are named drivers without ever being allowed to drive the car in question eg. putting my GF (or, it would seem, and random female name since they never asked for address details even when I'd told them it was a different address) as a named driver on my policy puts my insurance down, and prevents the named driver from having to retest if they start driving in the future.

I don't see how they can actually do something like this, at least not until they start implanting RFID tags into your skull at birth.
