I think Jamie has hit the nail on the head.

I was watching the roads policing review on bbc parliment this morning and found it laughable how all the scamerati trough feeders were going on about the results and the need for more 'speed management'. Not a single question to TfL about the number of 'untouchables' slipping through the net.

The more unreasonable policing that gets directed at ordinary people the more people will try to find ways of dodging the scam.

fair play - speed cameras are a scam, so avoiding them is legit IMO

Yep.. same as you are lied to over NHS funding, education funding, exam results from the "improved education" , and the "increase" in police, doctors, nurses, GPs and NHS dentists (who are rarer than the sight of a Golden Eagle on Helvellyn )

How can it?

Order of play (deduced, no inside knowledge):

1) purchase mailbox address from where mail can be collected on an ad-hoc basis.

2) Purchase car, giving correct (ish) name and mailbox address

3) Paperwork comes to box address

4) Mail collected and, where required, acknowledged, "confirming" the address to the DVLA and, by implication, the PNC.

At this stage the ANPR is satisfied. Vehicle has a log book, tax and MOT. Annual tax reminders are collected and dealt with. ANPR remains satisfied.

5) Camera flash is processed and NIP sent to box address, It is ignored.

6) Court paperwork arrives (slim chance according to some if paperwork in early days is ignored); that is ignored too. Person with the name of Jack Jones of an address of unknown addresses fails to turn up. Now what?

Car not stolen; car fully taxed, MOTed and insured... why will/should ANPR do anything here?

ok, so government won't act on this, Why?
Is this where mp's cars are all registered?
You don't have to collect your mail in person. There are many bussinesses opperating at this address. Just one of those bussinesses could be opperating as a car registering service , picking up mail weekly and then forwarding on mail to the owners of the cars.

it wouldnt be a big tweak of ANPR to have it flag up cars that have outstanding speeding tickets on them....

and if you did have a lot of outstanding tickets on the car and got stopped by the police you would either have to lie and say you just bought the car or get copped for the lot

reminds me of that couple that made up the story of a foreignor driving the car to dodge a ticket........ brilliant plan as long as no one starts to look into your story

the only way you could be sure to get away with it would be to get rid of the car if you suspect you have been caught on camera

That would break the cardinal "innocent until proven guilty" rule.

Granted if it went to a court and judgement were made that would be different. However, as yet remember we have no driver identity.

but i am sure they would ask you when you got the car if your reply was very recently then they would want to know where you got it from obviously you could be very evasive but its a big risk

it also assumes that the police dont bother to investigate for a period of time, after all its a similar problem as fare evasion on the railways..........some people would just never buy tickets and pay the fine when caught then the rail companies got clever and started following people for a while and then prosecuting them for a more serious offence

and what if you were caught on a truvelo six months ago? you tell the friendly police officer you bought the car in a pub car park last week then he produces photos of you driving the car months ago i imagine you are in a lot of trouble.

its a business decision for someone, they are losing a percentage of their revenue stream..... its probably not a large percentage at the moment so do they bother to do anything about it......as more and more people start doing this the percentage of lost revenue gets bigger and its more likely that something would be done

Wasn't it Captain Gatso who complained about motorcycles not having front number plates, and hence could not be caught by SPECS.
