Order of play (deduced, no inside knowledge):
1) purchase mailbox address from where mail can be collected on an ad-hoc basis.
2) Purchase car, giving correct (ish) name and mailbox address
3) Paperwork comes to box address
4) Mail collected and, where required, acknowledged, "confirming" the address to the DVLA and, by implication, the PNC.
At this stage the ANPR is satisfied. Vehicle has a log book, tax and MOT. Annual tax reminders are collected and dealt with. ANPR remains satisfied.
5) Camera flash is processed and NIP sent to box address, It is ignored.
6) Court paperwork arrives (slim chance according to some if paperwork in early days is ignored); that is ignored too. Person with the name of Jack Jones of an address of unknown addresses fails to turn up. Now what?
Car not stolen; car fully taxed, MOTed and insured... why will/should ANPR do anything here?
