Impossible to answer.
Thats why speed limits are arbitary from a safety point of view. If you want to have an environmental impact then speed limits make sense except in certain circumstances when going up hill sometimes you can coast up a hill quite quickly exceeding the speed limit and that would save fuel, but in order to keep to the speed limit you have to slow down and change down a gear and this costs fuel. So even in case of Environmental protection speed limits are not 100% sensible.
(I said 100% sensible as in sensible in some cases and not in others.)
