Today's "MEN " page 3 - Neal Keeling reports...

The heatwave has led to several drivers receiving parking fines..   :? :? :? :?

Quote:

In each case wardens claimed the "pay/display" tickets were not displayed properly. But car park bosses admitted there may be a problem with the glue on the stickers not working properly in the hot weather
Salford CC who use CPS to enforce parking laws in their city says there have been a number of appeals because the tickets are falling from the windscreens and there have been cases where there the adhesive is just not sticky enough to hold even in cool weather  :?

The intrepid "MEN" reported interviewed 5 drivers who received fixed penalties for failing to display and even got copped himself :o :o  when his ticket dropped to the dashboard and landed face down.

Salford council have asked people to appeal if they think their fine was unfair.

 cue a deluge of tickets descending like Wednesday's storm!

CPS raked in almost £1m in fines last year and claim this is swallowed in operational costs. (Hmmm - my sister tells me these car parks have pot holes and the bay paint is faded on most of them - apart from the one attached to a supermarket )

The council say they will look into each case and view sympathetically.

Really? The "MEN" interviewed two women who are employed to provide care in the community. One said she bought her ticket and displayed it. She returned to her car to find a fixed penalty for non-display as the ticket had dropped to the dash. She appealed - but was told that her appeal was "unsuccessful" :x Her friend received one twop days later and she said that as the warden was writing out the ticket - two council workmen told him that they had seen the ticket displayed and even seen it fall from her screen.. According to the young lady - the warden just abruptly waved them away in a huff. :x

As she rightly points out - you pay the parking fee for the time you plan to spend shopping or visiting and you cannot keep returning to the car to check the ticket adhesive is still working.

The "MEN" contacted a different operator who told them that this is indeed a major problem in hot weather. He advised anyone who receives a ticket and finds the ticket was affected by hot weather conditions to send the ticket and the adhesive sticky back to the ticket office along with a nicely worded appeal and also commented that it seemed very odd thaat some tickets were cancelled and others not. He advised all to send a second letter, enclosing the faulty ticket and sticker, asking for a refund of the fine if they have paid it.

Salford's CPS have always been embroliled in controversy.. this mob ticketed a bus driver at a designated break stop, allowed their own supervisors to park all day in a bay marked with a 30 minute restriction and gave Flopsy the Bunny a parking fine for parking her hutch outside a pet shop..

I have to say I despair when I hear stories like this. If they know the adhesive is faulty and the paying customer can prove they bought a ticket - then common sense dictates 99% will have placed their purchase to prove they paid.

If law is not applied to a standardised format - then people lose faith and honest police officers, CPSO - and the honest and conscientious wardens are on the receiving end of angry, stressed out and emotionally hurt abuse - and it really does not help matters

If person can prove he or she bought a tcket and those in charge know the adhesive fails to stick in abnormal conditions - then they are honut bound in good faith to take note of appeals and all should be treated equally and objectively. In the interests of a just society - people have a right to be listened to so long as they do nor sink to abuse, vulgar abuse, spiteful name calling and so on

I know exactly what you fear - "THE LAW IS THE LAW" is a common enough saying, and ANYBODY who devalues any part of it, devalues the whole in the public's perception.
The dabacle over the first speeding/skiing conviction on Windermere is a clear example, of an abuse of legal process, and it's impact affects ALL decisions made in our courts. :x

Quite honestly - i object to the order "stick this parking receipt to your windscreen" - apart from the danger of falling off - the glue makes a mess of your windscreen , causing a possible blind spot.(and any other window it is stuck to )
I lay the reciept on the top of the dashboard , in full view , if the parking attendant walks to the front of my car. To date - no problems.

Same here - I never stick them to the windscreen as I can't stand the mess they make, and I have never had a problem either. Just lay the thing in clear sight correct way up on the dash.
