Well not always. Yes I know what you mean, there's one of them in Bournemouth, you can be waiting ages for the people crossing!

But it really depends on the location and time of day. Well no, it depends on the level of traffic, all kinds of traffic, in all directions.

I have been thinking about 'manned traffic lights'. Really I mean manned in a control room, so a few people can control multiple junctions, to optimise traffic flow better than a computer could, with computerised fallback. I don't know how well this would work though.

The roundabout at the junction of the A406 North Circular and A10 Cambridge Road was a nightmare before they installed traffic lights. Two busy dual carriageways crossing at right angles, it was a case of spot a gap, take a big handful of throttle and go for it. There were always accidents there till the lights brought some sanity.
Now of course the A406 has an underpass too so it's even less of a problem.

Traffic lights, on the whole, are used by control freak knit-your-own-organic-tofu local councils to "manage" - i.e. completely b****r up - the flow of traffic. Used sensibly, traffic lights can be a very good thing, but they certainly aren't used sensibly down yurr in God's own country. On the contrary, they seem specifically designed to cause congestion rather than relieve it. But then we are cursed with a determinedly anti-motorist County Council.
