Could the bloke simply not ask for the evidence of littering? It’s not like even the most jobsworthy of wardens will try to, let alone succeed in, collecting that kind of evidence from a moving vehicle.

I’ve seen many cars/buses/bikes spew out a greater mass of particulate waste when accelerating from a standing start

The only evidence now required seems to be the say-so of a jobsworth council official.

To be consistant, surely they must now fine people for dropping dust that falls off their bodies? Or hair that falls out?

More specifically, is it an offence to tap cigarette ash on the floor while walking or just while in a car?

How could smokers be expected to walk along, finding a bin every time they wanted to knock the ash off the end? The council would have to provide an ashtray (designed so the ash wouldn't blow away) about every thirty feet on every pavement in the land.

Could this be because drivers are easily traceable?

And what about bonfires? Those little bits of ash that float up in the rising heat will be worth £60 (or whatever the stupid fine is) each.

That's nothing compared to the fines for environmental damage caused by pouring certain products down the drain!

I currently have to pay £23 a year to register as a waste producer.
Not becase of the metals which we recycle as scrap, but because twice a week (on average) I empty my office waste bin under my desk into a bag, and have it collected in a skip!
This is because that is cheaper than paying my local council to take my bin bags.
I also have to pay the waste company £60 for a duty of care certificate, which basically is to confirm I wont put old flourescent tubes, or empty paint cans in the skip! Does anyone realise how many litres of paint it takes to fill in a few engraved letters?
You should see the number of flourescent tubes we get through in a week!

Somebody abandoned a BUCKET of fairly new engine oil outside my works. I am now storing it, because the council want to charge me to take it away or dispose of it.
The reason I took it in was that a young child put his hands in it and wiped it on his face - narrowly avoiding getting it in his eyes. His mother came in to see if we had something to clean him up, but if I put it back out in the street where I found it, I could be the one who gets prosecuted!!

Luckily I have a friend who has a Vauxhall Zafira, so he is going to get rid of it - probably in the next 500 miles at the rate they burn oil!!

That sentance makes no sense!

Hey maybe I should complain to him about the plastic tags on a lamp post down our road which the council still haven't removed even though they told me they would... And there are some yellow "planning notice" type things attached to lamp posts which really should have been removed a while ago.

Oh and there is a splat of yellow paint on our road the council left there when installing the residents parking scam... Hmm....

When people begin to understand that all this nonsense has very little to with litter and everything to do with control and letting us know who's boss, the better. Around our way, they're pulling up roundabouts and are installing junctions with traffic lights on; No doubt soon, they will have the relevant cameras on such that they will be able to fine you. Again, the new traffic management act 2004 will soon show people who's boss. Take the decisions away from the people, they soon get used to following as opposed to being able to think for themselves.

Apart from the fact that this is so petty as to be unbelievable, the majority of drivers who smoke dispose of their cigarette ends out of the window too as this tends to be safer than trying to extinguish them in the ashtray whilst driving; especially as the ashtray is on the drivers' left hand side and if using a manual car you need your left hand to change gear.

I am not in favour of littering and firmly believe that the councils could do more by providing more litter bins, however cigarette ends and ash are far less hazardous than other forms of litter, such as chewing gum (already mentioned), plastic bags, pop cans and probably worst of all, bottles!

The one thing I mainly watch out for when I am disposing of a cigarette end via my car window, is to check if there is a motorcyclist behind as it is possible for the cigarette end to actually get into the motorcyclists helmet! It probably does not happen often, but as an ex-biker, I know it can.

Before long, the way this country is going, we will be fitted with some sort of device to measure how much oxygen we take in each day so they can tax us on that too!!

It’s a wonder they haven’t come up with a way of scaremongering the population about oxygen levels yet, could be the next one after they’ve screwed enough out of us using global warming.
