we should never become "lost without rules".

There are specific reasons for venturing beyond rule-dependence:

to make your own decisions, and take responsibility for what you do
to move focus to your thinking, rather than concentrating on physical actions
to see driving as a constant flow, not a series of separate events
to use the car's controls naturally, as an extension of your body.

In essence, this simply means acquiring the skills to think for yourself about what is safe. It has never been adequate to say, "Just stick to the rules, and you'll be alright".

We do not excel at anything through rules alone.

Some rules are definitely a useful frame to build your skills around, but they can never be your expertise - and especially not a substitute for it.
