Yep, definately sounds to me like prohibition by the back door. Also smacks of YET ANOTHER drug policy set by people who actually know NOTHING about it.
You're telling me that if I smoke a joint on a saturday night, sleep it off and am completely sober by Monday morning I'd be charged? I wouldn't be impared in any way (I won't even drive if I've had a MOUTHFUL of drink because if I can feel the effects I know that it will affect my driving), yet I'd still be illegal. They can't do me for possession (unless they think I'm carrying a stash in my bone marrow that is) so they will do me for something else.

Some drugs are claimed to improve awareness, reactions and concentration during the high ie amphetamine and cocaine, though I in no way condone illegal drug use (more due to the fact it makes criminals very rich, than the effects of the drug itself).
Yes they do improve awareness, but they also make the user feel somewhat invincible - not a good combination.
What about prescription and over the counter medicines? I'd be willing to bet that there are far more cases of people driving whilst impared by legal drugs which cause drowsyness than there are from illegal substances.
I'm not in any way advocating driving whilst under the influence, but until the correlation between blood levels and intoxication are understood then this CANNOT be reasonable.
