Here in Cumbria they employ a Scamera Partnership to do those things for them.

Two teenagers were seriously hurt in the crash
Two young men are seriously ill in hospital after an off-road motorcycle collided with a minibus in Cumbria.
The 16-year-olds were hurt in a crash on Wigton Road in Carlisle, near Morton Community Centre, on Wednesday.
One of the injured was undergoing surgery at Carlisle's Cumberland Infirmary on Thursday afternoon. His condition is described as serious.
The other was transferred to a hospital in Newcastle where his condition is described as critical.
In the past three months, Cumbria Police has received 268 calls from the public in relation to off-road motorbikes being ridden irresponsibly.
'Crash helmets'
The force has launched Operation Minx, in partnership with Carlisle City Council, in an attempt to tackle the growing problem.
Supt Jon Rush said: "This is the second collision where serious injury has occurred, involving the irresponsible riding of off-road motorcycles on Wigton Road in the past few weeks.
"Both incidents have involved young male teenagers from the neighbourhood using bikes, while not wearing crash helmets and riding on bikes that are not meant for use on the roads.
"We will continue with our operation but it is very sad that two young men are now seriously ill in hospital because they have not heeded ongoing warnings and advice."
It's a shame their families are being put through trauma - but then somebody presumably bought them the bike, and failed to supervise them.
Earlier this week we had a fatality when a Mini Cooper (it didn't specify which one!) was involved in an accident - with SIX occupants. One died, others are seriously injured.
I have not driven one, but SIX up in any small car is bound to affect the handling!
