More important is there is some confusion as to the time.

I guess, just guess that Mr Idris has gone into reverse and took an hour off the 10.30 BST to get his 9.30 Strasbourg equivalent, instead of adding it on. Maybe I'm wrong.
I rather think though that he will have been told the time of the announcement in the local time ie Strasbourg and he's just added rather than subtracted an hour to get to BST.
