Obviously such a comment was only made in jest, but if you're on a motorway used by speed-limited vehicles only capable of 56 mph and barred from Lane 3, if you hold them up in Lane 1 you are in my view driving in an obstructive manner and should be prosecuted.
If you can't, or won't, cruise at 56 mph or above on the motorway, you shouldn't be on it.
We do indeed pull those who drive too slowly for the traffic situation. For all we know the car may have a problem and if so - we can escort them to next exit to ensure safety.
If the person is deliberately driving too slowly for the actual condition of the faster road - then this could well be inconsiderate to dangerous driving in the case of the 10 mph old biddy that time

.. We would thus be as tough as we are on the OTT blatters and those who bully and intimidate other road users via tailgating and shunting as in this case
(We have never had such a case around here .. and I think we did have a "copy cat" from the film "Duel" when it was shown on the telly once .. but that was when I was with the Met and I can honestly say from transfer to Manchester and then up here .. that "the London area seems to have more than its fair share of complete nutters!"

(I've seen some odd things on the motorway in my more "young dark rat past in the Met"inccluding the bloke who asked me for directions as I was "'avin' an acid word" with someone on the South bound section : he stopped in L3

to the little picnic on the hard shoulder to the couple who broke down in L3 and sat in=between the cnetral reserve with their picnic hamper open whilst they"waited for help"

Actually I had to admit they were quite a cool pair - it was surreal
