If the HR legislation merely applied in cases such as that I would agree, But HR legislation is also a very real protection against the excesses of government . and bureaucracy. That is the real reason Cameron dislikes it

But NO protection against problem families creating havoc .I've seen it in action .One family ( father and two teenage thugs,runing a drugs ring) ,were evicted and got the eviction over rulled
AS IT WAS AGAINST THEIR HUMAN RIGHTS.
Ponder on that one .

I was being quite specific to this particular theft from a church. I cannot imagine that there are that many goods that he would want and I think that you are not allowing for the trust that is being placed on him to do a job well and to obtain (perhaps for the first time) respect ? It IS only an idea and would need a lot of planning and trial to see if it even stood a chance.
I just see that prisons are in dire need of reform and often fail to work ... but I fully recognise that punishment is required, necessary and needs to 'fit the crime'. If we need to start to look to alternative and possibly workable ideas then this might be a possibility?
If we only ever regard 'them' as scumbags (to say the least), how are they ever going to have any chance to improve and understand why society detests them and how they might get out of the rut, that we see that they are in ? Some might be 'untouchable' I appreciate this. I am no soft target when it comes to punishment but it need to be fair and it must at least try to work, so that it overall improves society - no ?

Don't know if it's common knowledge ,but a lot of Government schemes were run using ex offenders - one that springs to mind was the insulation program .don't expect it's still running with all the cuts .

Didn't know about the latest scheme's but one I saw a few years back was one where they took young 'theft of vehicles' and they got them to build their own car/s .... from scrap vehicles ...
And they learn respect and skills and they all worked probably the hardest that they have ever done. But it gave them worth and respect something that they were all lacking ... and none ( at that time) went 'back' with these new skills and pride now thoroughly understood. Some were terribly ashamed of what they had done and now understood what it had meant to someone else to have their 'pride and joy' taken and ruined ... It was a v interesting program.
This won't work from all but sometimes some of them have just never been shown basic moral and values.
