Hundreds of motorists could be receiving speeding tickets in error after a faulty speed camera began flashing EVERY vehicle it saw.
The Gatso on the A59 at Penwortham snapped miles of virtually-stationary motorists as they travelled to work in Preston on Thursday and Friday morning.
The rogue camera, on Liverpool Road, could also cause unwitting motorists to fork out £60 in fines and have three points endorsed on their licence as a result of the blunder.
Lancashire Road Safety Partnership installed the camera at the site.
It is designed to catch drivers entering Penwortham too fast from the 50 mph Longton Bypass, but has also been snapping any car travelling at well under the speed limit.
One motorist, who was flashed by the camera twice in two days, said steps should be taken to ensure no one receives a ticket in error.
He said: "I am a supporter of cameras and believe they are important in accident blackspots.
"But this was flashing every driver who passed it – even cars crawling along Liverpool Road during rush hour.
"It will be obvious to the police to cancel the tickets for slow-moving cars, but what about those drivers doing 31 or 32mph?
"The safety partnership should make sure all these are cancelled too.
"If the camera has been faulty for several days it could quite easily cost a motorist their licence."
A spokesman for the RAC Foundation said the errors would further undermine the public's faith in speed cameras.
He said: "Traffic police have been replaced by safety cameras and there is nothing that will change that.
"However, the public have to be absolutely confident they are accurate and this will only undermine that.
"If anyone does get a ticket from that machine, I would advise them to check it very carefully to make sure it has been issued correctly."
Speed cameras regularly hit the headlines in Lancashire for all the wrong reasons.
Mobile cameras have been snapped on pavements on Chorley Road, Walton-le-Dale, and Blackpool Road, Preston, forcing pedestrians on to the road.
And Gatsos across the region are regular targets for vandals, often being stolen or attacked by irate motorists after they have been snapped.
Last week, it emerged there are also problems with hand-held speed devices after some were shown to be clocking static objects – like walls – at speeds of up to 45mph.
Despite the large number of camera housings in the county, the RAC Foundation estimates that just one in six is in operation at any one time as they are too expensive to run.
John Davies, of the Lancashire Road Safety Partnership, said they were unaware of the fault.
He said: "If the camera does prove to be snapping cars in error it will be rectified. We always carry out secondary checks to make sure no one is issued with a ticket incorrectly."

Hold on a minute......

They're saying that some tickets will be invalid, but surely any ticket from that device is invalid whatever the claimed speed, since the camera cannot be shown to meet type approval?

The faulty camera here was a gatso, so there are two photographs, allowing a secondary check to prove the acual speed. What is very worrying is that if the problem was with a different type of camera there would be no secondary evidence of the actual speed.

nevertheless if the camera was not operating correctly then the tape should be binned

Without the secondary evidence, how do you ascertain thet the data is faulty ?

I think he means metaphorically binned: i.e. not acted upon.

I was referring to the secondary evidence in my previous post. Wth a Gatso, the two photographs should confirm the speed measurement, so any fault with the radar can easily be identified. On the other hand, a faulty truvelo would only take the one picture and so the secondary evidence ( measuring the distance travelled between the two photographs ) would not be available.

I think the secondary check with the Truvelo is the distance of the front of the vehicle from the white lines. It's not the white lines that trigger the scamera, it's the piezo(?) strips just before them.
Can someone confirm this.
The cameras with the least acceptable secondary checks seem to be the SPECS average speed units, but JT may know a bit more about how the secondary speed check works with those.
I have noticed that the cameras which have been burned don't seem to give any readings

One of the underlying principles of Home Office Type Approval is that all automated speed detection devices utilise a second independent means of verification.

Except SPECS, presumably because the manufacturers say it is infallible...

My money is actually on this being a dummy camera. I have seen a few reports of dummy Gatsos flashing all the time and at all speeds (which is a disgrace in itself, as it's a kind of libel against the innocent drivers flashed: as we know, libel is a serious police matter.)

If it's a real, live camera, then the entire thing must be discarded, no matter what secondary checks are in place, since the type approval would be invalid.

So, JT, where is the corroboration with the SPECS system as required in law? Is there none, or is it done by lies and obfuscation from the camera pratnerships using them?

Errr....

It's a secret!

As far as I can ascertain, how SPECS (or more correctly SVDD) complies with the requirement for verification by an "independent principle" is a trade secret of the people who manufacture it, therefore cannot be disclosed to a third party, such as a court!

My bet is that the "trade secret" is that there is no independent means of verification, but that SVDD simply runs two parallel systems for primary and secondary measurement, both using the same principle.

They may be very, very clever, the people that designed it, but I fail to see how a system that produces an average speed reading based solely on the view of a pair of entry / exit cameras can ever use two independent principles to arrive at such a reading.

If the TruVelo is working correctly, then the vehicle that has triggered it will have it's front wheels centered on the middle of the 3 white lines. And the 3 "black" lines are the Piezo strips.

Close though Cooperman
