I've noticed that, whenever the BiB are caught doing something, they are rarely prosecuted- they appear to receive a "good talking-to" from a superior officer instead.
Actually - a "disciplianry" is a very serious matter - goes on your personnel record and can seriously affect promotion prospects even if you come in top five of the exams.

Police forces everywhere, should you catch me being a naughty boy, don't take the soft option of points and a fine- go all the way, and give me a good tongue lashing instead. Feel free to use sarcasm, hyperbole and even the odd nasty personal remark. I know it will leave me distraught, but I probably deserved it, and me and my clean licence will recover.
Amazing - cannot do right for doing wrong. If uyou get pulled by my lads/lasses - you deserved the pull. If they give you a talking to and no fine - means they think you'll benefit more long term from the advice (COAST based

) - and our talking to is based on what was seen and some tips as to how to avoid in the future. If we decide to fine as well - you will have been well above our already generous margin for error
We don't do nasty personal remarks either as this is deemed unprofessional and counter productive under the circumstances. When I say "acid" - sternish , firmish with some friendliness - but always polite in essence.
Of course - this is Durham as per present policy which
works well and which we strive as constant to improve anyway - so rest assured if we decide to impose fine here - you did deserve it.
