How about looking at the reasons WHY there are so many prosecutions?
A law that is being broken THIS much obviously lacks credibility.
Increasing the penalties will not address the credibility problem, and could have undesirable side-effects such as more people driving without insurance or driving while disqualified.
Unless you plan to start shooting people, fear alone will not ensure compliance with laws that many consider to be unjust. The benefits to society have to be more clearly demostrated than what they're being at present.

Do unto others as you would have them do unto you - this is the basis of any social structure. I would not like to be on the receiving end of drunken verbal abuse, I would not like my house being broken into. But I really don't give a damn if someone drives in front of my house doing 40mph, as long as they exercise due caution. There are no double standards here.
