There's no way on earth that that could work because it's far too easy to learn to pass the test. People can 'mask' dangerous attitudes easily in such tests.

Surely a certain amount of "imperfection" in society is natural, provides depth and perspective, and ultimately enriches society as a whole.
And more importantly, freedom trumps control, so some "bad eggs" are inevitably also going to be free in society. And if/when they transgress the rules of this free society, they should be appropriately dealt with, which may mean temporary or permanent removal from the freedoms enjoyed by the non-transgressing members of this free society.
IMO we should be VERY careful with proactive screening types of actions.
